Central Ellesmere Port AAP Preferred Options Sustainability Appraisal

The purpose of the Central Ellesmere Port Area Action Plan (AAP) is to create a vision and strategy for the comprehensive and integrated regeneration of the Central Ellesmere Port area. The AAP will set out the spatial framework for the development of a number of key development sites such as the former H H Robertsons site on Cromwell Road.
Government guidance states that LDFs must be subject to a Sustainability Appraisal (SA), which incorporates the requirements of the European Strategic Environmental Assessment (SEA) Directive. The purpose of SA is to ensure that environmental, social and economic impacts of the proposed plan are taken into account, allowing any potential adverse impacts to be minimised and beneficial effects maximised.
A Scoping Report (see Supporting Documents below) was produced in February 2007, which provided baseline information on social, economic and environmental indicators, relevant plans and programmes and highlighted the relevant sustainability issues. This enabled the development of a framework of relevant social, economic and environmental objectives, against which the effects of the proposed plan could be assessed.
The Central Ellesmere Port Area Action Plan Issues and Options were developed and consulted on during May 2008. These were also accompanied by a Sustainability Appraisal Report, which considered the implications of the issues and options against the framework developed in the Scoping Report.
The development and appraisal of options is an ongoing and iterative process, with the options being refined to take account of the SA findings and the outcome of the previous stages of consultation. This has informed the development of the preferred options for the Central Ellesmere Port Area Action Plan. The Preferred Options Sustainability Appraisal report presents the sustainability appraisal work undertaken to date.
